Children, as one of the most vulnerable members of any community, disproportionately suffer the negative effects of poverty and inequality. UNICEF, as a global advocate for children, has a unique role to play in ensuring that all children have an opportunity to survive, develop, and reach their full potential, without discrimination, bias, or favoritism. UNICEF is committed to an equity-focused country program that identifies children who are vulnerable or deprived, analyzes the patterns and drivers of inequity, and supports governments to evaluate existing policies and programs that address inequities to assess their impact. Malaysia’s path of development has been characterized by as success record in reducing poverty as well as significant achievements across many non-income dimensions. However, the gains made are not shared equitably and ‘averages’ mask sizable disparities among the various socioeconomic groups and geographical regions. In this presentation, Amjad will share some of the tools used by UNICEF and how applying an equity lens that involves mapping divergent trends and outcomes among different population groups help unmask the averages problem and zoom in blind spots for better targeted policy intervention. He will further highlights some of the trend analysis carried out by UNICEF and used to advocate for specific interventions.

Amjad Rabi joined UNICEF Malaysia in October 2016 as Deputy Representative and
Senior Social Policy Specialist. Prior to this, he taught at the Balsillie School of International Affairs, Canada. Amjad previously served in UNICEF country offices including: Nepal, Zimbabwe, Egypt, Argentina, and the HQ office in NY. He earlier worked for the ILO’s social security department, Geneva. Amjad has authored and co-authored several publications and developed costing models that have been replicated in several countries. Amjad holds a Doctorate degree in International Relations, an MPP in Social Policy Financing, an MS in Mathematics (Actuarial Science), and an MA in Economics.
